The Free State Department of Human Settlements is under increasing pressure as it battles a backlog of more than 20,000 blocked housing projects, leaving thousands of residents waiting for homes. The department has acknowledged the crisis, citing financial constraints, contractor delays, and vandalism as key obstacles in delivering housing.

Backlog and Blocked Projects

A Department spokesperson revealed that the province is overwhelmed by demand, with an estimated 200,000 people registered for housing. However, the focus for the next two financial years will be on completing the existing 20,000 stalled projects before any new houses can be built.

“We are chasing a moving target,” she admitted, explaining that the department is struggling with incomplete projects due to abandoned construction sites, financial issues, and infrastructure challenges.

Verification and System Challenges

Adding to the complications, the department has discovered that many beneficiaries listed in the system may no longer qualify—some have passed away, while others have relocated. To address this, the department has deployed a mobile verification unit to update records and ensure accurate allocations.

Controversy Over Military Veterans’ Housing

The department is also facing criticism from military veterans who allege they were misled about the size and quality of their allocated homes. Initially promised 100-square-meter houses, veterans were later told they would receive 50-square-meter units following a directive from the National Department of Military Veterans.

She acknowledged structural defects in some veterans’ homes and stated that the department is working with the Mangaung Metro Municipality to resolve these issues.

Public Protector’s Intervention

This housing crisis follows a 2023 ruling by the Public Protector, which ordered the department to rectify wrongful allocations under former Premier Sisi Ntombela’s administration. The directive highlighted systemic mismanagement in housing distribution.

Despite the challenges, the department insists it remains committed to addressing the backlog and fulfilling its mandate to provide adequate housing.
