Mayor Dada Morero is set to deliver his State of the City Address today as Johannesburg faces mounting scrutiny over service delivery failures and crumbling infrastructure. The city, which will host the G20 summit in November, is under pressure to demonstrate tangible improvements following criticism from President Cyril Ramaphosa about its operational capacity.

Public policy expert Dr Kagiso Pooe, from the Wits School of Governance, expressed cautious optimism about minor improvements in some communities but warned that systemic issues remain unresolved. “If the city can’t address basic services across all areas, it raises concerns about its ability to handle larger infrastructure challenges like electricity and sewage,” he said.

Dr. Pooe also criticized the national government’s proposed working group intervention as ineffective, arguing that Johannesburg needs expert-driven solutions rather than political committees. With a staggering R44 billion infrastructure backlog, he estimated it could take seven years just to stabilize the city’s core functions.

The address comes amid ongoing crises, including illegally occupied inner-city buildings and failing public services. While Dr. Pooe acknowledged South Africa’s ability to “put on a show” for international events like the G20, he questioned why similar urgency isn’t applied to daily governance.

Mayor Morero’s speech, expected at 1:00 PM, will be closely watched for commitments to address these challenges ahead of the high-profile summit.
