Access to good and affordable medical care is in many ways dependent on the quality of medical education and the availability of an adequate number of competent doctors. The availability of doctors to a great extent is influenced by the number of medical seats available for aspiring students who desire to study and then practice and teach medicine.
Unfortunately, the number of medical seats available has been disproportionately less compared to our large population for many years. This has negatively impacted the availability of Doctors for a given population set in India. The situation of Doctors availability and access to affordable medical care becomes much alarming in rural India.
Currently, there is 1 Doctor for every 1445 citizens. This is lower than the WHO prescribed norm of 1 Doctor for every 1000 citizens. Some of the poor and populous states have much less than 0.02 for 1000 citizens. This glaring gap in Doctors availability was acutely felt when the COVID-19 pandemic hit India during 2020-2021.
Therefore, there is an urgent need to increase the number of medical seats in India, with an added focus on improving government quota medical seats and providing affordable educational loans. This will help ensure medical education will become accessible and affordable to many more deserving meritorious students from economically low-income families.
It is heartening to note that the Central Government, State Governments and the National Medical Commission (earlier Medical Council of India) are actively working together to address this situation.
Listed below are key information on the availability of MBBS seats in India.
Availability of seats
As per data from the National Medical Commission & Ministry of Health & Family Welfare, Govt. of India:
- There are a total of 83,075 medical seats from 554 Medical Colleges in India (as per data from National Medical Commission).
- 43,385 Seats provided by 280 Government Medical Colleges
- 39,690 seats are provided by 274 privately managed medical college
- Government seats are allocated 85% to State and 15% to All India quota
- 10% of seats in Govt. colleges will be for economically weaker sections
Further, students aspiring to enrol for undergraduate medical courses (MBBS) should be aware of the availability of medical seats nationally and state wise for that particular academic year.
This is because seat availability keeps changing year to year, either due to the addition of new seats to existing colleges, new colleges, and sometimes disciplinary action based withdrawal of seat approvals to some colleges. This updated information is crucial for students to plan their medical seat selection and admission process accordingly.
Presented below is the seat availability matrix, state-wise, for the academic year 2021-22
This compilation is based on data from the National Medical Commission and Ministry of Health & Family Welfare, Govt. of India. As this information can change due to the reasons explained above, it is strongly recommended that the latest notified seat matrix be checked just before counselling commence to plan accordingly.

- NEET-PG is for medical students seeking post-graduate seats. The National Board of Examinations conducts this test. (For better clarity, this article focuses only on undergraduate medical education)
- Only some states allow other state domicile students to take part in counselling and admission; otherwise, many states allow only domicile students to apply for medical seats.
- Counselling is held separately for the All India quota and the State quota in States.
- Course Fees for Government medical colleges are much less compared to private medical colleges.
- Accordingly, the cutoff NEET Rank for admission to Government medical colleges is much higher.
- Many Banks offer education loans on good terms, which should be checked from time to time.
- NEET Results are expected to be declared very shortly, based on which Counselling will commence.
Conclusion
