The low educational levels of municipal councilors are one of the reasons why councils are on the verge of collapse.
The opinion does not come from within white circles but from the Natal MEC of Cooperative Governance and Traditional Affairs, Nomusa Dube-Ncube.
She announced that few councilors in the province had any post matric qualifications while there were cases of certain councilors who did not have any school education.
Council members are therefore unable to read or understand documents properly and thus can not determine when officials commit fraud.
However, the problem is also in the administration of the municipalities as seven full time appointments and 33 acting appointments had to be withdrawn from officials due to “inadequate qualifications”.
