MOSCOW (Sputnik) Russia sees Volodymyr Zelensky as the de facto leader of the current Ukrainian administration who has the legitimacy to negotiate on Kiev’s behalf but not to sign a truce, Russian Foreign Minister Sergey Lavrov said.
