GEORGE, WESTERN CAPE — In a significant move to combat unemployment, the Western Cape Mobility Department has launched the Jobseekers Travel Voucher Programme in George, offering free public transport to those actively looking for work. Partnering with the George Municipality and the GO GEORGE bus service, the initiative provides unemployed residents with pre-loaded smart cards to eliminate the financial burden of commuting to job interviews and training sessions.

According to Muneera Allie, spokesperson for the Western Cape Department of Mobility, the registration process is designed to be seamless. Beneficiaries can register online through the provincial “getting you to work” portal. After completing the quick online registration, applicants receive an SMS and can collect their pre-loaded smart card at a designated kiosk by presenting their ID. Each card is loaded with six free bus trips specifically for job-related travel, such as attending interviews or skills development programs.

The program has already seen substantial success in Cape Town over the past two years, where it was rolled out in partnership with the Golden Arrow bus service. Data from the metro indicates that the initiative has assisted an average of over 29,000 beneficiaries and facilitated more than 46,000 trips. George was selected as the next logical step for expansion outside the metro due to its well-established and reliable GO GEORGE public transport infrastructure.

To optimize the use of the vouchers and avoid peak morning and afternoon commuting hours, the free trips are restricted to travel between 9:00 AM and 3:00 PM. Allie noted that research shows most job interviews and training sessions do not occur during the earliest or latest hours of the day. Additionally, the system accommodates transfers; if a job seeker needs to connect to a second bus and does so within a one-hour window, it is counted as a single ride.

Addressing concerns about potential fraud—such as individuals using the vouchers for leisure travel to the beach or shopping—the department has implemented strict verification measures. During the online registration, applicants must declare their unemployment status and provide details regarding their previous employment or whether they are recent school leavers. This data is directly linked to their ID number, ensuring that only verified, unemployed individuals can access the benefit.

While some critics might argue that six free rides are a drop in the ocean given the high unemployment rates, Allie emphasized that the program is heavily research-driven. Data indicates that an active job seeker is often successful in securing employment within the span of six trips. Furthermore, because the voucher is linked to an individual’s ID, each beneficiary can only access the program once.

The rollout also highlights successful inter-governmental and private collaboration. Allie credited the strong partnerships between the provincial department, the George Municipality, GO GEORGE, and Golden Arrow for overcoming typical bureaucratic silos. Regular surveys and data collection continue to help the department refine the program, ensuring it remains an effective tool in removing the financial friction of seeking employment.
