The anchor of food security - commercial farmers

The ANC has decided that a farmer may not own more than 12 000 hectare of farmland or two farms.

The anchor of food security, the commercial farmers who provide food for the country will be the worst affected if the land restrictions are set to a maximum of 12 000 hectares and only two farms, said Dr. Theo de Jager chairman of the Southern African Confederation of Agricultural Unions (SACAU).

The ANC has decided on the restrictions at its ‘lekgotla’ in an attempt to get enough land available faster for redistribution.

Sapa reported that Mr. Mantashe, ANC secretary-general, said that the ‘lekgotla’ decided that the maximum land ownership will be 12 000 hectares or two farms for both natural and / or legal persons.

Land ownership by foreigners will be banned.

Foreigners will be able to rent land for a certain period.

De Jager said this announcement is just as big a blow to agriculture as the reopening of land claims were. The Department of Rural Development and Land Reform at each consultation from all quarters, had strong arguments against this maximum, but chose to ignore it.

“The worst is that accelerated land reform cannot be addressed in this way. It will be a much more destructive process than a constructive process.”

De Jager said there is a fundamental misunderstanding of how the agricultural economy works. “There’s a big difference from what you can produce with 12 000 hectares in the Boland compared to 12 000 hectares in the Karoo.

He asks what will happen with the Ingonyama Trust in Kwazulu-Natal, which owns more than 2.8 million hectares. (King Goodwill Zwelithini is the sole trustee of the trust.)

Mr. Bennie van Zyl, general manager of the TAU SA described the matter as sad and short sighted.

“What scientific studies have been done and what economic factors are taken into account?”

“What should be done to put rationality on the table? The ANC specialize more and more in stuff that does not work.”

Van Zyl said the party is making agriculture which is an economic process, a political process and the outcome is not even in the best interest of the newcomers to the industry.
