SOUTH AFRICA – The South African government has officially signed a $1 billion loan agreement with the New Development Bank (NDB) to upgrade metropolitan infrastructure under the Metro Trading Services Reform Programme (MTSR). According to a statement released by the National Treasury, this strategic financing is designed to enhance the governance, financial sustainability, and operational performance of municipal trading services nationwide.

The MTSR is a government-led initiative specifically targeting improvements in water and sanitation, electricity and energy, and solid waste management within metropolitan municipalities. The National Treasury emphasized that the financing supports a performance-based reform programme executed within South Africa’s existing legal, fiscal, and institutional frameworks.

As a performance-based loan, the disbursement of funds is directly linked to institutional strengthening and the achievement of independently verified, measurable performance targets. These targets must be formally approved by metropolitan councils for their respective trading services, ensuring accountability and measurable progress in municipal service delivery.

The National Treasury outlined the favourable concessional financial terms of the agreement, which include:
– Nominal value: $1 billion
– Maturity period: 16 years
– Grace period: 3 years
– Interest rate: Daily SOFR plus 1.18508%

The loan facility was prepared in coordination with various development partners actively engaged in South Africa’s infrastructure sector. The National Treasury expressed its appreciation to the NDB for supporting this government-led reform, noting that the partnership will drive better services for residents and foster stronger, more sustainable cities.

The New Development Bank is a multilateral development institution established by the BRICS nations—Brazil, Russia, India, China, and South Africa. Its primary mandate is to mobilize resources for infrastructure and sustainable development projects across emerging markets and developing countries (EMDCs).
