A panel of experts appointed by the court recommended that Sassa officials be investigated to determine their role in the social grant crisis and, if necessary, prosecute them.
The panel released a second report and again it is a critical report against those involved.
Awarding of contracts to service providers is the primary source of concern as irregularities could have occurred.
Meanwhile, Sassa and the Post Office have entered into an agreement whereby the Post Office will take over the Sassa Payments from next year.
