SA’s destruction: Affirmative Action BEE incompetence at its best

South Africa witnessed one of the worst examples of Affirmative Action BEE incompetence right on national television this morning.

After a senior official of the Revenue Service testified to a Parliamentary Commission of Inquiry that the e-filing system is operating at only 20% capacity following an abrupt cut of any upgrading to the system since 2014, the “Boss Lady” was invited to explain.

Mmamathe Makhekhe-Mokhuane has an impressive name and an equally impressive title:
Chief Officer for Digital Information Services and Technology. But that is about as far as it goes. She could not respond logically to one single question and repeatedly responded that she was only appointed in her position about a year ago and that the question of the possibility of a total collapse of e-filing should be asked to someone else.

At some point she incoherently ranted on about outsourcing of services such as security and cleaning to fellow black people and that she would like to give bursaries to their children. The interviewer politely reminded her that electronic tax submissions was the topic of discussion, to which MMM asked to be protected from the interviewer!

She ended a nonsensical monologue of almost 15 minutes, in which she said nothing of any value, with the following words: “The IT infrastructure has aged. Most of it is about to be… end of life. At end of support (sic). So, what we are saying is that we will get the necessary support, in terms of resources. Financially, and human resources, and so on and so forth.”

We’re not even trying to make sense out of it. It makes as little sense to any intelligent person as does Affirmative Action, BEE and ANC comrade appointments in senior positions.

All we know is this: The collapse of the e-filing system is going to cost the taxpayer R1 billion. Not calculating MMM’s salary, of course…
