SOUTH AFRICA – Members of Parliament’s Standing Committee on Finance have expressed profound concern over the governance and operational state of the Public Investment Corporation (PIC), South Africa’s largest asset manager. This follows the National Assembly’s recent adoption of a committee report detailing an April oversight visit to PIC-backed projects, with particular outrage directed at the failing Daybreak Foods Chicken Project in Bela-Bela.
During the parliamentary proceedings, Members of Parliament across party lines condemned the current state of the Daybreak Foods facility, which is currently under business rescue. The committee highlighted that poor management has devastated the operation, resulting in the retrenchment of more than 1,000 employees. In response, lawmakers are demanding heightened transparency and stricter oversight of the PIC, which currently manages assets valued at 3.7 trillion rand.
To address these operational failures, the Standing Committee on Finance has issued formal recommendations. The committee stipulates that, within a reasonable timeframe following the National Assembly’s adoption of the report, the PIC must provide a detailed progress report specifically addressing the Daybreak Foods situation. Furthermore, lawmakers mandated that the PIC submit a comprehensive update on all ongoing investigations and remedial actions during its next engagement with the committee.
Addressing the root causes of the debacle, the committee noted significant governance challenges at the PIC’s board level. Despite these issues, Members of Parliament formally commended the Minister of Finance for intervening promptly to appoint a new board and stabilize the institution’s governance framework.
Moving forward, the committee announced it will meet with the Minister of Finance and the PIC board shortly. This upcoming briefing will focus on evaluating the implementation of the governance audit action plan and assessing how the PIC is actively contributing to broader economic growth and development in South Africa.
