Police can not watch their own members

Acting police commissioner Lesetja Mathiba has acknowledged to parliament that the police do not have the ability to identify more than 100 police officers who may be involved in other work and contracts with the state which have not been disclosed.

He said their system is not 100% effective against deception as there are loopholes. Police officials must apply annually for compensation for private agreements with the state, said Bonang Mgwenya, head of SAPS human resources.

He indicated that their processes work very slowly and that they must rely on the Auditor General and the Public Service Commission because the police do not have the ability to adjust the case.

The auditor-general pointed out that there were 103 police officers in 2015/16 with a potential conflict of interest. The AG then revealed that a particular prosecutor S Moda had an R1.5 million contract with Mzu Business Enterprise. In another incident, a cleaner, JW Mpanza, was involved in a transaction of R115 468 with a firm called Okaak Trading.

Analysts find it shocking that the police with all their expertise in detecting and arresting criminals cannot solve this problem on their own and it raises a question about the ability of this institution to detain more hardened and insane criminals outside its own ranks.
