The Lekwa-Teemane City Council (Christiana / Bloemhof) is the worst municipality in North West.
It appeared during a visit of the local government portfolio committee to city councils in North West.
Mr. Hannes Schutte, FF Plus MP for North West said that all senior posts are only staffed on a temporary basis with 33.3% of all vacancies.
The positions of municipal manager, head of finance and head of the tender committee are staffed by officials of the department of local government. According to the auditor-general (AG), the impact of these officials is limited.
The AG could not audit the Lekwa-Teemane’s financial statements for the last six years, and the statements were rejected. There was an attempt by the AG to draw up an action plan for the city council, but only 42% of the findings of the AG are discussed in the plan.
Annual reports are submitted late despite the fact that consultants are used to compiling statements and reports. R13,8 million was paid to consultants in 2015/16. This is the largest amount paid by all North-West municipalities.
The municipal public accounts committee is not able, or competent to perform its task at all.
Mr. Schutte said it is clear that this ANC-controlled municipality is incompetent and should just be replaced.
