Many Community Property Associations (CPAs) in the North West province are paralyzed due to financial mismanagement, lack of accountability, and internal disputes. Some CPAs have split into rival factions, each claiming control, leaving beneficiaries without proper leadership or access to funds.

An interim structure claims legal authority, though its mandate has lapsed. Members allege that previous committees misused funds and left beneficiaries without access to bank accounts. Some CPA leaders have sought outside investors to generate income, but disputes over governance persist.

The Department of Agriculture, Land Reform, and Rural Development acknowledges challenges in supporting CPAs, citing intimidation and capacity constraints. Attempts to hold elections have been disrupted by violence, leaving the matter unresolved.

The issue is now before the North West High Court in Mahikeng as affected communities await a resolution.
