The Matlosana Local Municipality’s 2016/2017 annual report, which was tabled during a recent council meeting, once again serves as proof that the ANC government is unable to properly manage the municipality and that there is extensive jobbery taking place, says Michal Groenewald, FF Plus Councillor for Matlosana.

Groenewald says the municipality, which comprises Klerksdorp, Stilfontein, Orkney and Hartbeesfontein, received a qualified audit opinion due to its irregular, fruitless and wasteful expenditure. Its liabilities exceed its assets with nearly R307 million and so it cannot function as a going concern.

“The Auditor-General’s findings make it clear that no preventive measures were implemented to prevent irregularities and the squandering of tax payers’ money. The municipality is also violating the Municipal Finance Management Act (MFMA), because irregularities are not being investigated.

“According to the AG, there are unauthorised expenses from previous financial years amounting to R1.49 billion that are yet to receive attention. That means that to date the people responsible for the enormous wastage of tax payers’ money have not been called to account.

“The above mentioned amount does not include the unauthorized expenses of the 2016/2017 financial year that amounts to nearly R184 million. So essentially, the squandering and corruption simply continue without anything being done about it.

“According to the report, during the previous financial year, the municipality made payments of approximately R22 million that were in contravention of the prescribed purchasing regulations and that are, therefore, considered irregular expenses. In addition, the municipality did not disclose these expenses to the AG.

“It seems as if the ANC is so arrogant that it considers itself to be above the law and so it treats legal stipulations as mere guidelines. According to the FF Plus, the audit findings are utterly unacceptable and the party will consequently lay a charge with the police against the municipal manager and the mayor for the violation of the MFMA and the Prevention and Combating of Fraud and Corrupt Activities Act,” says Groenewald.
