The management of most municipalities is in such a dire condition that Kimi Makwetu, the auditor-general (AG), could not give them a clean audit report.

Although most clean audit reports come from the Western Cape, the irregular expenditure still increased by more than 50% to R16,81 billion. It does not necessarily mean wasting of funds or fraud because it has to be investigated. However, Makwetu pointed out that experience suggests local governments are usually poorly managed with irregular spending.

It appears that the number of clean audits decreased. This year, only 80% of the authorities who had previously gained clean audits could retain the status, and 14 municipalities lost their clean audit status and only nine got clean audits for the first time.
