MBOMBELA, Mpumalanga — The Ehlanzeni District Municipality, widely regarded as the economic corridor of Mpumalanga, is actively balancing its impressive record of five consecutive clean audit outcomes with urgent, on-the-ground service delivery challenges. In a recent comprehensive briefing, Executive Mayor Enoch Shabangu addressed the multifaceted issues facing the region, outlining strategic, actionable interventions to combat water shortages, illegal mining, gender-based violence, and high unemployment rates across the district’s four local municipalities: Bushbuckridge, City of Mbombela, Nkomazi, and Thaba Chweu.
Driven primarily by tourism, cross-border trade, and agriculture, the Ehlanzeni District Municipality contributes over 36 percent to the provincial economy. However, Mayor Shabangu emphasized that financial accountability must directly translate into tangible service delivery for residents.
Tackling the Water Crisis and “Water Mafias”
A primary focus of the municipality’s agenda is resolving persistent water shortages. Mayor Shabangu highlighted the completion of the Sibangabali water scheme, which now supplies eight villages in the eastern part of the district, and the ongoing first phase of the Three Copjes bulk water scheme, set to service 14 villages around the Matamo tribal authority. To address immediate needs in rural and informal settlement areas, the district has shifted to drilling solar-powered boreholes.
However, a critical threat to these efforts is the rise of illegal water connections orchestrated by so-called “water mafias.” These networks illegally tap into municipal systems, reselling treated water to vulnerable communities at exorbitant prices. In response, the Ehlanzeni District Municipality has installed surveillance cameras in high-risk areas and is collaborating closely with the Department of Safety and Security to enforce bylaws and dismantle these criminal networks. While no arrests have been made yet, the municipality is urging local entities to procure dedicated water tankers to bypass mafia-controlled supply chains.
Building Disaster-Resilient Infrastructure
Earlier this year, devastating floods affected over 1,800 houses, damaging homes, roads, bridges, and essential infrastructure like schools and hospitals. Mayor Shabangu noted that the municipality is utilizing Geographic Information Systems (GIS) to map disaster-prone areas and build resilient infrastructure.
A significant hurdle remains community relocation. Despite awareness campaigns warning residents about the dangers of settling near flood-prone rivers or aging gas pipelines, many refuse to move. The municipality is working to balance compassionate engagement with the hard reality of spatial planning, ensuring new settlements are equipped with schools, clinics, and proper services from the outset.
Border Management and Illegal Migration
Sharing borders with Mozambique and Eswatini, the district faces continuous pressure from undocumented migration, which strains local resources. Mayor Shabangu reported noticeable improvements at key entry points, such as the Lebombo border post, due to enhanced operational centers and detection equipment. Furthermore, the district is actively participating in trilateral meetings with neighboring countries to streamline legal documentation processes, ensuring that cross-border movement is regulated and that traditional cross-border family ties are managed legally and safely.
Protecting Tourism and Combating Illegal Mining
The recent tragic killing of an international tourist in the Kruger National Park has sent shockwaves through the region, threatening a vital economic pillar. Mayor Shabangu condemned the incident, noting that such crimes destroy job opportunities and deter international visitors.
Simultaneously, the district is battling the scourge of illegal mining (zama zamas), particularly in the Thaba Chweu local municipality around areas like the Three Rondavels. The municipality has escalated its collaboration with the South African National Defence Force (SANDF) and private security sectors to curb these illegal operations and protect both the environment and local communities.
Driving Economic Growth and Youth Employment
With youth unemployment in the region exceeding 50 percent, the Ehlanzeni District Municipality is rolling out targeted economic interventions. Recent initiatives include:
- A six-month Chinese exchange program for local SMME owners to build international business capacity.
- The provision of 14 tricycles to youth-led waste management entrepreneurs, fostering a circular economy in partnership with the Department of Forestry, Fisheries, and the Environment.
- A strategic partnership with the University of Mpumalanga to provide logistics and transport training for workers at the upcoming Mpumalanga International Fresh Produce Market.
- The accelerated development of a Special Economic Zone (SEZ), which is projected to generate substantial investment and job opportunities along the economic corridor.
Confronting Gender-Based Violence and Drug Abuse
Closing on a critical social issue, Mayor Shabangu, who chairs the district’s committee on safety and security, addressed the alarming statistic that the district accounts for 3.5 percent of national rape cases. Linked closely with rising drug abuse in rural communities, the municipality is combating these societal ills through grassroots engagement.
By partnering with traditional leaders to host Imbizo (community dialogue) programs, the municipality is promoting the values of Ubuntu. These efforts are bolstered by targeted mentorship meetings for young boys and collaborations with local pastors and the Office of the Speaker to drive a comprehensive moral regeneration campaign.
