DURBAN, KWAZULU-NATAL — The eThekwini container bakery programme has successfully generated over 220 permanent jobs, marking a significant milestone in the municipality’s ongoing efforts to revitalize township economies and foster sustainable small business growth.
Introduced in 2019, the Community Container Bakeries Programme was designed to tackle unemployment and improve food security in rural and township areas. By providing fully equipped shipping container facilities to qualifying co-operatives, the initiative stimulates grassroots entrepreneurship and transforms modest home-based operations into viable commercial enterprises.
To date, the eThekwini Municipality has injected approximately R28 million into the project, rolling out more than 30 bakery infrastructure developments citywide. Beyond the 222 permanent roles created within the participating co-operatives, the construction and installation phases have generated roughly 300 temporary jobs. These short-term opportunities span earthworks, concrete slab laying, plumbing, painting, and other infrastructure trades, directly benefiting local residents.
To ensure long-term viability, beneficiaries are also supported with comprehensive operational training and specialized baking equipment.
Strategic Rollout and Future Expansion
The momentum of the initiative continues to accelerate across the municipality. During the 2025/26 financial year, the city successfully commissioned six new container bakeries strategically located in Newlands West, uMlazi D Section, Welbedacht, Magabheni, Hammarsdale, and Shongweni.
Looking ahead, the expansion roadmap for the 2026/27 financial year includes the rollout of three additional facilities in KwaNyuswa, Dassenhoek, and Inanda, further extending the programme’s economic footprint.
Success Story: Bread Army Bakery Co-operative
A standout success story from the initiative is the Bread Army Bakery Co-operative, located in Zwelibomvu, west of Durban. What began as a modest, home-based operation run by just two individuals using a standard household stove has blossomed into a thriving commercial enterprise. Since opening its newly sponsored container bakery in March 2025, the co-operative now employs seven full-time staff members.
Khaya Nyawo, a member of the co-operative, highlighted the transformative impact of the municipal sponsorship.
“When we started, there were just two of us using a household stove. Today, we employ seven people and supply bread and other baked goods across our community,” Nyawo explained. “Our growth is a direct result of the municipality sponsoring us with a three-part container bakery and the equipment needed to operate.”
Nyawo noted that the immediate provision of baking ingredients, alongside essential water and electricity connections, allowed them to commence trading without delay. “We now want to expand into other areas and create even more employment opportunities,” he added.
Equipped for Commercial Success
To ensure the Bread Army Bakery could hit the ground running, the municipality installed a robust suite of commercial-grade equipment. This included a high-capacity industrial oven capable of baking up to 900 loaves daily, complemented by a comprehensive list of operational tools:
- A proofer, dough mixer, and cake mixer
- A bread slicer and commercial refrigeration units
- Stainless steel worktables and secure storage facilities
- A 5,000-litre water tank and essential baking utensils
Furthermore, the municipality facilitated a seamless launch by providing R25,000 worth of initial baking ingredients, dedicated water services, and a three-phase electricity connection.
Driving Lasting Hope Through Small Business
Thembo Ntuli, Chairperson of the City’s Economic Development and Planning Committee, emphasized that the initiative’s success goes far beyond just baking bread, serving as a blueprint for localized economic recovery.
“This programme continues to demonstrate that investing in small businesses creates sustainable livelihoods, strengthens township economies, addresses unemployment and delivers lasting hope to communities across eThekwini,” Ntuli stated.
