The Hawks have been instructed to investigate after Julius Malema’s name has come up in various irregularities that have taken place already since 2009.
Tenders to the Limpopo Department of Roads and Transport went down several avenues, some were rejected on small technical points but eventually the R52 million contract was awarded to On point Engineering.
Now Thuli Madonsela’s report comes to the fore with alleged corruption and misconduct in the awarding of the contract. On Point Engineering belongs to Lesiba Gwangwa and Julius Malema is seen as his silent partner.
Madonsela’s report shows that the department’s conduct with the award of the tender was illegal and improper and that it amounts to maladministration. She said On Point had committed a crime. The report shows that Malema and Gwangwa were unfairly advantaged because of the illegal, deceptive and corrupt actions of On Point and the department.
During the acceptance of tenders, On Point had only existed for one month, without any employees, no tax clearance certificate, or any assets.
After awarding the tenders, On Point was paid by the department and the service providers for work done, so double payments were received.
The Hawks were instructed to investigate the relationship between Malema, Gwagwa and the department.
