There is more than R10 billion in arrears owed by residents and institutions of the region.
According to the mayor, the blame is on government departments owing R582 million, businesses owing R1, 6 million and R4, 1 billion owing from households.
If our calculations are right, there is a debt of R3.7 billion owing to the city, and the big question is “who it might be?”
