In an attempt to combat corruption and fraud in the Johannesburg City Council more than 314 people were arrested.
Complaints include corruption, fraud, council property theft, hijacking of buildings, unauthorized spending and waste of council funds.
Nearly 100 employees at the council have already been suspended while 12 resigned, 7 were fired, and an unknown number received their last warning.
The decline in the public sector has apparently reached a point where councils can no longer function without sacrificing most senior staff.
Most of the staff members are still inherited from the previous ANC administration.
