
The Gauteng Provincial Government has taken significant steps to address the long-standing e-toll debt, with Finance and Economic Development MEC Lebogang Maile announcing a R5.4 billion payment scheduled for this week.
This follows a previous payment of R3.8 billion made in September last year, as part of the province’s commitment to settling the R20 billion debt linked to the Gauteng Freeway Improvement Project (GFIP). The debt has been a contentious issue, with many motorists refusing to pay e-tolls since their introduction.
Breakdown of Payments
MEC Maile explained that the R20 billion debt consists of three components:

Principal debt: R12.9 billion

Interest: Over R3 billion

Road maintenance: R4.1 billion
The upcoming R5.4 billion payment will be split into:

Financial Strain and Mitigation Measures
Maile acknowledged that the debt repayment, along with other financial pressures such as budget cuts and accruals, has placed a R50 billion strain on the provincial budget. However, he assured that essential services like education, healthcare, and social development would not be compromised.
To offset the financial impact, the provincial government has implemented a revenue-generation strategy aimed at increasing collections. Last year, Gauteng overcollected by R400 million, signaling potential for further revenue growth.

Reflecting on the e-toll saga, Maile emphasized the importance of government transparency and public engagement. While acknowledging the “user-pay” principle, he stressed the need for better communication and packaging of such policies to gain public buy-in.
