The Democratic Alliance (DA) has dismissed the African National Congress’ (ANC) allegations that the appointment of Tshwane City Manager Johann Mettler was unlawful, vowing to defend him in court if necessary.

Former Tshwane mayor and DA caucus leader Cilliers Brink strongly defended Mettler’s 2022 appointment, stating he was selected based on his professional expertise, qualifications, and extensive experience in local government.

ANC’s Claims Rejected

The ANC has argued that the selection panel that interviewed Mettler was improperly constituted, claiming it included an extra councillor. However, Brink refuted this, stating that the panel—comprising the mayor and one councillor—complied with regulations.

“There’s simply no case to say the panel was invalid,” Brink said. “Municipal managers across the country have been appointed under similar conditions.”

He further dismissed ANC claims that Mettler lacked the necessary experience and minimum competencies, calling them “baseless” and an attempt to undermine an independent professional.

Political Motives Alleged

Brink accused the ANC of pursuing a “cadre deployment” agenda, alleging that the party seeks to replace non-partisan officials with loyalists who will advance its political interests, even if it violates the law.

He also suggested that Mettler’s removal could be linked to his role in addressing corruption, particularly in the ongoing case involving the irregular awarding of a tender to a consortium linked to controversial businessman Edwin Sodi.

“The ANC wants officials who won’t oppose their program, even if it’s illegal,” Brink said. “Mettler is serious about following the law and restoring the city’s integrity.”

Legal Battle Looms

When asked whether the DA would accept Mettler’s removal if the ANC’s claims were legally validated, Brink expressed confidence in the city manager’s appointment, stating that the ANC’s arguments lacked merit.

He also raised concerns that the ANC’s actions were an attempt to pressure Mettler into resigning through prolonged legal battles. “This is an abusive process—a Stalingrad strategy—and we will oppose it,” Brink said.

Call for Clarity from Mayor

Brink revealed that he had written to current Tshwane Mayor Cilliers Brink, urging her to clarify her stance on the matter and warning against any undue pressure on Mettler.

“It’s important that the mayor makes her position clear in this attack on Mettler,” he said.

As tensions escalate, the DA remains firm in its support for Mettler, setting the stage for a potential legal and political showdown over governance in Tshwane.
