Acting accountant General Zanele Mxunyelwa approved a R3 billion tender, while two colleagues rejected it.
The contract was to deliver broadband reception in the Eastern Cape through the construction of 2 700 sites.
Zanele is one of Malusi Gigaba’s appointments a year ago.
