ANC councilor Bongo Nombiba has been refused appeal on his conviction of fraud and money laundering charges.
He has been imprisoned for an effective five years, with another three years suspended.
These are the caliber of councilors who run the towns on behalf of a party claiming to be against corruption, say political analysts.
