DA covers up GladAfrica scandal. Has the whole council been bought?

Much has been reported about the City of Tshwane’s tender with the company GladAfrica to provide consultancy and project management services for the City. Important to take note is that GladAfrica does not build any infrastructure projects for the City but only takes a cut of 10 % on the value of infrastructure projects and then sub contract out the actual work to companies that can actually perform the duties.

As previously reported the City Manager Moeketsi Mosola irregularly and illegally entered into the tender with GladAfrica and up untill now GladAfrica was paid at least R500 million – that is 2 Nkandlas – for basically giving some advice, not actual building work.

It was just announced by the new DA mayor Stevens Mokgalapa that the GladAfrica contract was terminated after the Auditor General found it to be irregular and illegal.

The Sowetan reported and I quote: “I am pleased to announce my intention to terminate the consultancy agreement between the City of Tshwane and GladAfrica Project Managers by mutual consent on 30 June 2019,” said Mokgalapa.

Mokgalapa said it was anticipated that at the end of the 2018/2019 financial year-end, an additional R250m will be incurred. He said he would ask council on Thursday that the recommendations of the auditor-general’s report on the city’s financial statements, relating to GladAfrica and all other irregular expenditure, be implemented.

GladAfrica and the city have been at the centre of allegations of tender irregularities since last year. The firm was given a mandate to provide the city with project management support. In a statement released yesterday, GladAfrica confirmed the agreement. “We acknowledge the decision by the municipality to entrust us with the responsibility of concluding outstanding projects until the end of June 2019.” [END OF SOWETAN REPORT]

Talk about smoke and mirrors. Mosola is widely believed to be an EFF stooge and that his appointment as City Manger was a condition for the EFF supporting a DA member to become mayor of Tshwane. So the total amount that will eventually be spent on GladAfrica is indeed R750 million – 3 Nkandlas.

Today EWN reported the following: “City manager Moeketsi Mosola has now be commissioned with the procurement of a new service provider. Mokgalapa said his administration will look into building in-house capacity for project management. “There are no terms and conditions. What GladAfrica will do is to finalise the invoices that they already have at the moment. They will work on what we call task orders and they will finalise those.” [ End of EWN report ]

Can you believe this?

So the man who was responsible for the irregular and illegal appointment of GladAfrica, a man appointed by the previous DA mayor Solly Msimanga – Moeketsi Mosola – gets to appoint another project manager – or middleman – after irregularly and illegally paying the previous middleman consultancy R750 million! This does not reek of a cover up. This IS a cover up.

And now it is also clear that the DA extracted Solly Msimanga and parachuted in another man – Stevens Mokgalapa – to execute the cover up so that the cover up can not eventually be traced back to Solly Msimanga since he is the DA’s candidate for mayor of Gauteng
