DURBAN, KZN – Independent research conducted by Financial Conduct Research (FCR) has identified recurring administrative inconsistencies within South Africa’s debt review environment that may be affecting consumer outcomes.

The findings form part of an ongoing forensic review of credit administration practices across the sector. According to FCR, the research does not make regulatory findings or accuse specific institutions of wrongdoing. Instead, it highlights patterns that may warrant closer attention and improved transparency.

“Our analysis suggests that certain administrative weaknesses can delay consumer rehabilitation and prolong financial distress,” said Ayanda Cyril Langa, Managing Director of Financial Conduct Research. “This is not about blame. It’s about visibility — ensuring that consumer payments, statutory processes, and disclosures function as intended.”

Key themes emerging from the preliminary review include:

Payment Allocation Variances: Cases where consumer payments do not reflect accurately or timeously on creditor balances.

Clearance Delays: Prolonged timelines in issuing statutory clearance certificates after settlement.

Deduction Controls: Inconsistencies in payroll and third-party deductions that may affect consumers’ take-home pay.

FCR has indicated that anonymised, aggregated insights will be shared with relevant stakeholders for informational and market-monitoring purposes.

Consumers currently in, or exiting, debt review are encouraged to review their credit records and seek independent clarity where outcomes appear inconsistent with expectations.
