
The Government of Lesotho, in partnership with the United Nations Development Programme (UNDP), has unveiled its 2025 Human Development Report (HDR) under the theme “A Matter of Choice: People and Possibilities in the Age of AI.”
The report, a flagship UNDP publication, examines how Artificial Intelligence (AI) can drive transformative development while advocating for human-centered policies to ensure equitable benefits.
AI as a Catalyst for Progress
The report highlights Lesotho’s ongoing efforts to integrate AI across sectors—from agricultural innovations and education reforms to AI-powered customer service. A key milestone is the newly adopted Lesotho AI Policy, developed with UNDP support, which focuses on:

A decentralized, market-driven regulatory approach to avoid bureaucratic bottlenecks
“The policy lays the foundation for AI to empower individuals, strengthen communities, and drive sustainable progress,” said a government representative.
Job Creation vs. Job Displacement
Amid concerns over AI-driven job losses, officials urged a broader perspective. “Technology speeds up the economy, creating more—and better—jobs than before,” one speaker noted. Young entrepreneurs are already leveraging AI to generate employment opportunities.
One such innovator, part of a youth delegation visiting Huawei, runs Real Map Job Hub, an AI-driven platform providing CV assistance, entrepreneurship training, and skills development—particularly for young women in manufacturing.
Youth Unemployment & AI Solutions
With youth unemployment declared a national disaster, the government is incentivizing small businesses to hire young people through salary subsidies. AI is seen as a critical tool in expanding education, healthcare, and economic access, fostering a more equitable society.
The report’s 2030 implementation roadmap ensures adaptive strategies as AI evolves. For Lesotho, the message is clear: harnessing AI’s potential requires proactive policies—and people must remain at the center of progress.
