A 2011 study on agricultural land prices in Namibia has recommended that the Ministry of Lands and Resettlement restrict farm sales to foreigners.
The report further suggests that without any workable alternatives, the removal of the willing buyer, willing seller principle might make the pace of land reform even slower and possibly result in the use of expropriation as means for the government to acquire land in a hurry….
