
In recent years, Angola has pursued a broad program of reform in its tax administration, focused on digital modernization and institutional capacity-building. Between 2017 and 2020, the General Tax Administration (AGT) implemented over 60 technological modules across tax offices in all 18 provinces. These included systems for taxpayer registration, tax assessments, electronic notifications, and integration with banking platforms for real-time reconciliation.
The Taxpayer Portal, launched as part of these reforms, recorded 4.5 million unique users in 2023. That same year, more than 470,000 tax settlements were processed automatically.
Digital payments increased by 28%, reaching Kz 1.8 billion.
Alongside digitalization, AGT carried out a nationwide training effort. From 2017 to 2020, over 2,800 hours of training were delivered to more than 2,500 professionals, including AGT staff, local authorities, and banking partners.
In 2024, the training program was formalized with the launch of the Technological Tax Excellence Center (CETT), an internal unit designed to support implementation of AGT’s 4.0 program. CETT is responsible for mapping impacted areas, planning digital strategies, and ensuring consistent training aligned with institutional goals.
José Vieira Nuno Leiria, currently AGT President, plays a technical and institutional role in these efforts. With academic training in Angola and Portugal and experience as a university lecturer, he is one of several officials involved in advancing public policy toward greater fiscal transparency and administrative efficiency.
These initiatives are part of Angola’s broader strategy to modernize public services, increase non-oil revenues, and improve citizen access to digital tools.
