KWAZULU-NATAL – The KwaZulu-Natal Legislature has officially adopted the province’s R168.2 billion budget for the 2026/27 financial year, a milestone welcomed by Finance MEC Francois Rodgers as a critical step toward economic renewal, fiscal discipline, and enhanced service delivery.
The budget, approved by the legislature on Tuesday, establishes a framework for the province’s transition from recovery to sustainable development. According to Rodgers, the financial plan aligns with the Provincial Financial Recovery Plan and is specifically structured to protect frontline services while fostering inclusive economic growth.
More than 80 percent of provincial expenditure is allocated to the Education, Health, and Social Development departments. This allocation includes targeted funding to alleviate budgetary pressures in these sectors, notably supporting the equalization of Grade R teachers’ salaries and strengthening critical healthcare services.
Infrastructure development, job creation, and economic stimulation remain central priorities. Significant funds have been designated for road maintenance, the rehabilitation of infrastructure damaged by natural disasters, and strategic investments in early childhood development, agriculture, tourism, and public infrastructure to generate employment opportunities across the province.
Rodgers characterized the budget’s adoption as a strong vote of confidence in the province’s trajectory. “Taking into account the constrained fiscal environment, this budget reflects the shared commitment of the Government of Provincial Unity to build a stronger, more resilient KwaZulu-Natal,” Rodgers stated. He emphasized that the plan protects essential services, invests in residents, and positions the province to move forward with confidence through sound governance and strategic investment.
eNdumeni Municipality Faces Strict Budget Deadline
In a related development, Francois Rodgers has engaged with eNdumeni Mayor Mcebo Mkhize, senior councillors, and municipal officials to address the political and administrative challenges preventing the municipality from adopting its 2026/27 budget, a direct breach of the Municipal Finance Management Act (MFMA).
A meeting held on Monday included senior officials from the KwaZulu-Natal Treasury, the Provincial Department of Cooperative Governance and Traditional Affairs (CoGTA), and members of the MEC’s ministry. Provincial treasury representatives noted that the discussions were constructive, with all stakeholders committing to solutions that prioritize the interests of eNdumeni residents.
During the engagement, the KwaZulu-Natal Treasury and Provincial CoGTA reaffirmed their readiness to assist the municipality in developing a credible, funded budget to safeguard service delivery and ensure financial sustainability. The meeting also addressed a proposed plan to resolve the municipality’s outstanding debt to Eskom, which will be presented to the municipal council for consideration and adoption.
Rodgers stressed that the people of eNdumeni deserve a municipality focused on sound financial management and service delivery. “The focus of the budget and its approval should be in the best interests of the residents of eNdumeni. The people are not all interested in politics, but all stand to benefit from affordable and sustainable services,” he noted.
The MEC issued a firm directive that the eNdumeni municipality must adopt a credible and funded budget by 31 July 2026. Failure to meet this deadline will result in the dissolution of the municipality and the appointment of an administrator.
While emphasizing that dissolution is not the provincial government’s preferred outcome, Rodgers urged local councillors to prioritize principle over politics. He expressed confidence that through continued collaboration and responsible leadership, eNdumeni can adopt a budget that strengthens governance, protects service delivery, and supports the municipality’s long-term development.
