
CAPE TOWN — Following four recent contamination incidents at the Koeberg Nuclear Power Station’s Unit 2, energy expert Vally Padayachee and Electricity Minister Kgosientsho Ramokgopa have moved to reassure the public that the events were safely contained and pose no serious health risk. The incidents, which occurred during a critical nuclear maintenance period, have sparked broader discussions regarding the aging infrastructure and South Africa’s long-term nuclear energy strategy.
Addressing concerns over ventilation outages occurring within an eight-day window, Professor Vally Padayachee, a former Eskom executive manager, emphasized that while serious precautions are standard during nuclear maintenance, no maintenance event is entirely immune to non-conformances. He noted that Eskom officials correctly followed established protocols and deployed the necessary resources to contain the issue strictly within the maintenance and containment areas.
Eskom has characterized the events as the release of “routine airborne crud” during high-tech robotic probing of metal pipes that transmit radiation-related substances and water. According to Padayachee, the robotic inspection dislodged dust and ingredients from the pipes, causing them to become airborne in the maintenance area. However, he stressed that the contamination levels were not a cause for serious concern. As a precautionary measure, the affected workers were promptly taken for medical assessment and were subsequently cleared.
Questions have also been raised regarding the volatility of managing Koeberg’s aging infrastructure, given that the plant is over 40 years old and Unit 2 was recently granted a 20-year life extension to 2046. Padayachee dismissed the notion that the string of maintenance failures indicates an unmanageable plant. He pointed out that extending the operational life of nuclear equipment from 40 to 60 or even 80 years is a well-established global practice, with 113 similar nuclear units worldwide having successfully undergone life extensions. He affirmed that Koeberg Units 1 and 2 received their 20-year extension only after rigorous assessments by the National Nuclear Regulator and the International Atomic Energy Agency (IAEA), ensuring they remain effective and properly maintained.
Looking toward the future, Electricity Minister Kgosientsho Ramokgopa is actively pushing for an additional 5.2 gigawatts (5,000 megawatts) of nuclear power by 2039, as outlined in the Integrated Resource Plan 2025. Despite the country’s current fiscal constraints, Padayachee affirmed the economic viability of this initiative. The strategy heavily favors Small Modular Reactors (SMRs), which can be manufactured in factories and rapidly transported and installed anywhere in the country.
Padayachee explained that SMRs are defined as reactors up to 300 megawatts, but they can be deployed in modular increments as small as 10 megawatts. This modularity allows for scalable power generation tailored to specific regional needs. By leveraging long-term power purchase agreements (PPAs) spanning 25 to 50 years and benefiting from economies of scale, Padayachee argued that the cost factor is highly manageable and affordable for the government and the country.
Addressing the generational energy gap between 2026 and 2039, Padayachee highlighted the critical role of dispatchable technologies—such as coal, nuclear, gas, and hydro—which provide consistent, always-on power, unlike intermittent renewable sources like solar and wind. While Eskom plans to decommission older coal-fired power stations from 2030 onward, the utility has consciously decided to extend the operational life of select, fully depreciated coal plants that continue to perform reasonably well and provide cheap electricity.
Padayachee clarified that the health concerns associated with coal are tied to emissions, not the technology itself. To address this, Eskom is embarking on a comprehensive program to clean emissions from these extended-life coal stations, ensuring they fall below the thresholds required by the Department of Forestry, Fisheries, and the Environment.
Furthermore, Padayachee emphasized that achieving global and national net-zero targets by 2050 is impossible relying solely on solar and wind energy; nuclear power is an indispensable component of the green energy transition. Consequently, Eskom has strategically decoupled its net-zero initiatives from the life-extension decisions of existing coal-fired power stations, ensuring a balanced, reliable, and environmentally responsible energy future for South Africa.
