NASHVILLE, Tenn. — Sen. Bill Hagerty is framing the upcoming legislative session around a dual-front strategy: maximizing pressure on Iran while rapidly advancing the domestic priorities of Reconciliation 3.0. The Tennessee Republican and member of the Senate Foreign Relations Committee emphasized that the Trump administration’s aggressive foreign and economic policies are deeply intertwined, aiming to project strength abroad while delivering tax relief at home.
Economic Strangulation and Diplomatic Collapse
Addressing the geopolitical landscape, Hagerty dismissed Iranian claims of controlling regional waterways as “Baghdad Bob” style propaganda. He noted that hundreds of ships and hundreds of millions of barrels of oil are flowing freely, contradicting the regime’s rhetoric.
Hagerty credited the behavioral shift to a coordinated effort between the White House, Treasury Secretary Scott Bessent, and Adm. Brett Cooper, the head of CENTCOM. He highlighted that Secretary Bessent has stepped back temporary shipping licenses, ramping up economic pressure. According to the senator, the diplomatic playbooks utilized during the Obama and Biden administrations will not work under President Trump.
Specifically, Hagerty pointed to the August 21 restoration of oil sale sanctions, arguing they should be made permanent. Furthermore, he declared that the existing Memorandum of Understanding (MOU) with Tehran is “on life support at best,” asserting that the U.S. is now negotiating strictly from a position of strength.
Military Readiness and Target Packages
When the conversation shifted to tactical military options, Hagerty noted that while the domestic Iranian economy is decimated, the regime still relies heavily on Kharg Island, their central energy hub located 1,500 miles off the coast. He suggested that Marines and airborne units could theoretically seize the island to deliver a final blow to the regime’s remaining leverage.
While deferring operational execution to President Trump and Adm. Cooper, Hagerty provided insight into the military’s progress. He revealed that previous target packages initiated by Adm. Cooper had already eliminated 75% to 80% of their objectives. The remaining targets, which include highly sensitive infrastructure and human targets, are being paced at the direct direction of the President as the administration moves back toward a more decisive posture.
Reconciliation 3.0 and Domestic Relief
Transitioning to Capitol Hill, Hagerty outlined the Senate’s priorities as lawmakers return to session, headlined by a new legislative push dubbed “Reconciliation 3.0.”
The domestic agenda includes the SAVE America initiative, which prioritizes voter ID requirements and cracking down on government waste, fraud, and corruption. On the economic front, Hagerty is heavily advocating for a capital gains tax cut indexed for inflation, as well as an increased tax exemption on the sale of primary homes.
“Why should the everyday man and woman in America pay for the inflation that Joe Biden created?” Hagerty asked, arguing that indexing capital gains on housing will unleash supply and directly address middle-class affordability.
He also championed his “Freedom to Build Act,” which targets the estimated $100,000 in regulatory and permitting costs currently baked into the price of the average American home. Hagerty noted that a foundational housing bill has already been passed to lower costs, and this new legislation builds upon that success by removing regulatory barriers.
The Legislative Path Forward
Regarding the mechanics of passing Reconciliation 3.0, Hagerty acknowledged that the momentum is being heavily driven by the House of Representatives under Speaker Mike Johnson, who is fully on board with the tax cuts and the broader agenda.
In the Senate, Hagerty—who serves on the Finance Committee—pointed to Sen. Lindsey Graham and the Budget Committee, who are working in close contact with their House counterparts to finalize the framework. With the clock ticking toward the fall elections, Hagerty expressed confidence that the Senate will act swiftly, ensuring that the impetus generated in the House results in a strong legislative product for the American people.
