
PRETORIA — South Africa’s digital identity transformation has hit a major milestone, with the Department of Home Affairs confirming that 203 bank branches across the country are now processing Smart ID card applications under a groundbreaking partnership with the banking sector.
The initiative, which launched on 9 March, has already served more than 250,000 citizens seeking replacement Smart ID cards—a figure that underscores the public’s appetite for modernized identity services.
Rapid Expansion of Access Points
Before this digital partnership took effect, South Africans could only access Smart ID replacement services at 248 Home Affairs offices and 32 bank branches. The addition of 171 new bank locations represents a 73% expansion in service access points in just over three months.
The newly activated branches include:
- 109 Capitec locations
- 74 Standard Bank branches
- 20 FNB outlets
Inside these banking halls, the application process has been streamlined to as little as five minutes. The system operates through a fully biometric workflow that eliminates paperwork, removes the need for advance bookings, and removes human discretion from the process.
Tackling the Green ID Book Legacy
The push for Smart ID adoption addresses a longstanding vulnerability in South Africa’s identity infrastructure. Approximately 16 million citizens continue to use the Green ID Book, a document susceptible to fraud and identity theft.
President Cyril Ramaphosa has publicly emphasized that transitioning from the Green ID Book to the Smart ID card is critical for protecting the integrity of South Africa’s identity system. The replacement effort supports national security objectives, strengthens the population register, and helps safeguard against immigration fraud and financial crime.
The Home Affairs @ home reform programme serves as the vehicle driving this transition at scale.

Home Affairs Minister Dr. Leon Schreiber characterized the achievement as the most significant expansion of departmental services since South Africa’s democratic transition.
“Reaching more than 200 participating bank branches and processing over 250,000 transactions in just over three months since the launch of this project is a remarkable achievement and a powerful demonstration of the progress being made through our Home Affairs @ home reform programme,” Dr. Schreiber stated. “Smart ID replacement services are now closer to all South Africans than ever before.”
Ambitious Expansion Plans Ahead
The department has outlined aggressive growth targets for the remainder of the year. By year-end, the Smart ID replacement service is expected to be available at 750 bank branches nationwide.
Beyond replacement services, the partnership will soon introduce additional capabilities at participating branches:
- First-time Smart ID applications
- Passport applications
- Home delivery options for completed documents

Minister Schreiber urged the 16 million South Africans still holding Green ID Books to take advantage of the streamlined banking channel.
“I reiterate my call to the people of South Africa: if you still have a Green ID book, help us to eradicate identity theft that feeds illegal immigration and financial fraud by switching to the Smart ID today,” he said. “Our digital partnership with the banks has made it easier than ever to switch. Just visit dha.gov.za/banks to find your nearest branch and switch today.”
The convergence of government reform, private sector partnership, and citizen adoption positions South Africa’s identity modernization effort as one of the most ambitious digital transformation initiatives on the African continent.
