South Africa is one of the biggest markets for iGaming in Africa. According to Statista, gambling revenue for 2024 was about $828.50 million. Experts project that this trend will continue, with revenue going over $1 billion in 2028. 

Despite the fast-paced growth of the online gambling market, the law is a bit complicated. South Africa has a ban on some forms of online gambling. But the provincial authorities issue licenses for some.

Is Online Gambling Legal In South Africa? 

The short answer to this question is yes. Fixed odds sports betting sites are fully legal in South Africa. The legal status of online casino games is a little less straightforward. Based on national laws, this form of gambling is illegal. 

However, certain provinces permit casino gaming through legal loopholes. In these provinces, casino games are grouped under fixed-odds betting or limited payout machines. Online bookmarkers with a valid license in these regions can legally provide casino-style games to players.

Eastern Cape Gambling and Betting Board

The Eastern Cape Gambling and Betting Board is the authority in charge of all gambling activities in the Eastern Cape province. Here, land-based casinos are allowed to run. The authority also issues licenses to gaming equipment manufacturers and suppliers. But, for online gambling, only sportsbooks are allowed. 

Free State Gambling, Liquor and Tourism Authority

The Free State Gambling, Liquor and Tourism Authority is the body in charge of gambling activities in South Africa’s Free State province. Like other provinces, sports betting and horse racing betting are the only legal online betting activities in the Free State. The Province prohibits other forms of online gambling, such as casino games and poker. But they’re legal offline. 

Gauteng Gambling Board

Gauteng is South Africa’s richest province. Until recently, this province used to earn the most revenue from gambling. Gambling activities in Gauteng are controlled by the Gauteng Gambling Board. The province has several licensed casinos. In fact, some of the biggest resorts and gambling establishments can be found here. Online sports betting is also licensed in Gauteng. But the bookmaker must have a license from the Gauteng Gambling Board.

KwaZulu‑Natal Gambling and Betting Board

The provincial authority here is the KwaZulu-Natal Gaming and Betting Board (KZNGBB). This body was recently merged with the KwaZulu-Natal Economic Regulatory Authority (KZNERA). Both land-based and online sports betting are legal in KwaZulu-Natal. But other forms of gambling are only permitted offline. 

Limpopo Gambling Board

Sports betting is the only form of online gambling that is fully legal in Limpopo. Operators that wish to operate a sports betting site in this region must get a bookmaker license. This is issued by the Limpopo Gambling Board. The province also has some licensed casinos, but they’re only allowed to operate offline. 

Mpumalanga Economic Regulator

Mpumalanga is currently the highest earner of gambling revenue in South Africa. This is according to data from the National Gambling Board. The province had a turnover of up to R359.3 billion in 2024. Gambling in this region is controlled by the Mpumalanga Economic Regulator. The high gambling revenue is due to the province’s friendly gambling laws. Unlike others Mpumalanga Economic Regulator allows bookmaker license holders to provide casino-style games.

North West Gambling Board

The North West province has its own gambling law known as the North West Gambling Act, (2001). This law made the North West Gambling Board the province’s gambling authority. The NWGB issues licenses to land-based casinos and limited payout machine operators. But online operators in the North West Province only get sports betting licenses. Other forms of online gambling are not allowed.   

Northern Cape Gambling and Liquor Board

The Northern Cape Gambling and Liquor Board oversees the regulation of gambling activities here. The NCGB issues both site operator licenses and bookmaker licenses to operators. Traditional land-based casino gaming and horse racing are legal. But the operator must have a license. 

Western Cape Gambling and Racing Board

The Western Cape ranks second in terms of gambling revenue generation. This isn’t surprising considering the relaxed nature of the province’s interpretation of the national gambling laws. The regulator allows operators with an online bookmarker’s license to provide casino-style games to players. This makes it technically legal to play casino games online in this region. Many of the biggest online betting platforms have licenses issued by WCGRB.
