Djibouti / Addis Ababa — In a diplomatic tour spanning the Horn of Africa, paramilitary Rapid Support Forces (RSF) Commander Mohamed ‘Hemedti’ Dagalo visited Djibouti, meeting President Ismail Omar Guella, chair of the Intergovernmental Authority on Development (IGAD), yesterday.
