VLADIVOSTOK, Russia (Sputnik) – Cebu City, the capital of the Philippine resort island of Cebu and a sister city of Russia’s Vladivostok, is set to create a tourism exchange program between the two destinations, Cebu City Mayor Mike Rama told Sputnik.
