This would be \u201cdisastrous, affecting, disproportionately, the poor and vulnerable, small and informal businesses, and small-scale agricultural producers,\u201d the assessment says. Slower imports could cause shortages and spiking inflation, deterring badly needed investment and worsening widespread poverty among Zimbabwe\u2019s 14 million people.<\/p>\n<p>Mineral production could plunge by 60 percent in the first quarter of 2020 alone as companies reduce output, meaning a potential loss of US$400 million in revenue, while tourism and foreign remittances\u2014both vital to the economy\u2014are plummeting.<\/p>\n<p>COVID-19 also risks overwhelming Zimbabwe\u2019s fragile and underfunded health sector\u2014which employs 1.6 physicians and 7.2 nurses for every 10,000 people, well below WHO recommendations\u2014which is frequently disrupted by strikes. And with some 59 percent of the population already food-insecure and relying on food assistance, global slowdowns are projected to cause a surge in malnutrition, stunting, wasting, and disease.<\/p>\n<p><strong>UNDP\u2019s recommendations, which will inform programs and policies in response to the pandemic, include<\/strong>:<\/p>\n<p>\u2022 Halting the spread of COVID-19 through measures such as curbing people\u2019s mobility.<\/p>\n<p>\u2022 Keeping small businesses and some more established formal businesses operational even during lockdown.<\/p>\n<p>\u2022 Making critical investments in\u00a0<a target=\"_blank\" href=\"https:\/\/eur03.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.zw.undp.org%2Fcontent%2Fzimbabwe%2Fen%2Fhome%2Fpresscenter%2Fpressreleases%2Fbuilding-resilience-under-covid-19---sek-15-million-investment-f.html&amp;data=02%7C01%7Cvictor.garrido.delgado%40undp.org%7C13e3bb65d0d744b1dfe708d80bd17744%7Cb3e5db5e2944483799f57488ace54319%7C0%7C0%7C637272341563967753&amp;sdata=W0h8FH5%2BO06isRq9IEug9saV4eYRWgF1FHmA6rrRYmo%3D&amp;reserved=0\" rel=\"noopener noreferrer\">basic services such as water and sanitation<\/a>\u00a0and ensuring strict adherence to practices including use of face masks, regular handwashing, and social distancing.<\/p>\n<p>\u2022 Mobilizing additional resources by urgently tackling illicit financial flows from the country, especially from the extractive sector.<\/p>\n<p>\u2022 Strengthening the health system by addressing chronic lack of finances, shortages of trained and motivated health workers; improving service delivery and access to essential medicine and supplies; fortifying health information system; and promoting good governance in the sector.<\/p>\n<p>\u2022 Cushioning a large segment of the population who are poor and vulnerable such as small farmers, petty traders, and people living with HIV and AIDS, through targeted social transfers.<\/p>\n<p>\u2022 Making credit more affordable and\u00a0<a target=\"_blank\" href=\"https:\/\/eur03.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.zw.undp.org%2Fcontent%2Fzimbabwe%2Fen%2Fhome%2Fpresscenter%2Fpressreleases%2Fibuhub-and-undp-working-together-to-improve-entrepreneurship-and.html&amp;data=02%7C01%7Cvictor.garrido.delgado%40undp.org%7C13e3bb65d0d744b1dfe708d80bd17744%7Cb3e5db5e2944483799f57488ace54319%7C0%7C0%7C637272341563977747&amp;sdata=LkTNZDlrMf5FTyOroF9flQUnymmgF5mo%2F%2BdjJ9AHeuI%3D&amp;reserved=0\" rel=\"noopener noreferrer\">promoting entrepreneurship<\/a>.<\/p>\n<p>\u2022 Promoting good governance and respect for human rights.<\/p>\n<p><strong>Support on the ground<\/strong><\/p>\n<p>At the country level,\u00a0<a target=\"_blank\" href=\"https:\/\/eur03.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.zw.undp.org%2F&amp;data=02%7C01%7Cvictor.garrido.delgado%40undp.org%7C13e3bb65d0d744b1dfe708d80bd17744%7Cb3e5db5e2944483799f57488ace54319%7C0%7C0%7C637272341563977747&amp;sdata=xpEuc8sG3LbYi8JkDC8poq928JIX%2BjFMtCi7eIT3QCw%3D&amp;reserved=0\" rel=\"noopener noreferrer\">UNDP<\/a>\u00a0has allocated US$35.9 million budgeted support through resource mobilization and re-programming of funds. The Global Fund has approved US$4.1 million for procurement of personal protective equipment (PPE) to ensure adequate and timely preparation and response, while additional funding will provide hazard pay for frontline health workers at high risk of contracting the disease and augment diagnostic and laboratory capacities of national health facilities.<\/p>\n<p>To ensure business continuity under lockdown and related restrictions, UNDP and other UN agencies are providing e-governance support for core functions of the country\u2019s executive, judicial, and legislative branches and by key constitutional commissions. Through its\u00a0<a target=\"_blank\" href=\"https:\/\/eur03.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.zw.undp.org%2Fcontent%2Fzimbabwe%2Fen%2Fhome%2Fpresscenter%2Farticles%2Fmeet-the--youthconnektzim-virtual-start-up-tour-bus-top-ten-.html&amp;data=02%7C01%7Cvictor.garrido.delgado%40undp.org%7C13e3bb65d0d744b1dfe708d80bd17744%7Cb3e5db5e2944483799f57488ace54319%7C0%7C0%7C637272341563987744&amp;sdata=zV07zLy6ZYYNqL1cZC36F9AI3twaA65YBCqwHt%2F3AV0%3D&amp;reserved=0\" rel=\"noopener noreferrer\">Youth Connekt platform<\/a>, UNDP is also working to raise awareness, promote prevention measures, and inform the public about contact tracing and practicing proper hygiene.\u00a0<\/p>\n<p>UNDP is also expanding efforts to link victims of gender-based violence to essential services and sustain HIV\/AIDS treatment and prevention, as well as working with more than 870,000 small-holder farmers to expand community-based disease surveillance, support isolation centers, and raise awareness of how to avoid contracting or spreading COVID-19.<\/p>\n<p>To build back better, UNDP is working with the World Bank and other UN agencies to assess potential socio-economic impacts and make recommendations and provide policy guidance to the recovery process.
