Unaddressed historical grievances and impunity for serious crimes continued to spur widespread violations against civilians in the region.<\/p>\n<\/p>\n<p>The conflicts in\u00a0<a target=\"_blank\" href=\"https:\/\/www.hrw.org\/world-report\/2024\/country-chapters\/sudan\" rel=\"noopener\">Sudan<\/a>\u00a0and\u00a0<a target=\"_blank\" href=\"https:\/\/www.hrw.org\/world-report\/2024\/country-chapters\/ethiopia\" rel=\"noopener\">Ethiopia<\/a>\u00a0have had a staggering impact on civilians, resulting in massive loss of life, destruction of property and large-scale displacements. Instead of treating these crises as priorities, influential governments and United Nations and regional bodies have repeatedly pursued short-term gains at the expense of rights-driven solutions.<\/p>\n<p>\u201cSudan and Ethiopia provide chilling examples of government forces and armed groups flouting international law with few consequences for their actions,\u201d said\u00a0<a target=\"_blank\" href=\"https:\/\/www.hrw.org\/about\/people\/mausi-segun\" rel=\"noopener\">Mausi Segun<\/a>, Africa director at Human Rights Watch. \u201cGreater global and regional action is needed to protect civilians and end the cycles of abuses and impunity that put civilians at risk.\u201d<\/p>\n<p>In the 740-page World Report 2024, its 34th edition, Human Rights Watch reviewed human rights practices in more than 100 countries. In her\u00a0<a target=\"_blank\" href=\"https:\/\/www.hrw.org\/world-report\/2024\" rel=\"noopener\">introductory essay<\/a>, Executive Director\u00a0<a target=\"_blank\" href=\"https:\/\/www.hrw.org\/about\/people\/tirana-hassan\" rel=\"noopener\">Tirana Hassan<\/a>\u00a0says that 2023 was a\u202fconsequential\u202fyear not only for\u202fhuman rights suppression and wartime atrocities but also for selective government outrage and transactional diplomacy that carried profound costs for the rights of those not in on the deal.\u202fBut she says there were also\u202fsigns of hope, showing the possibility of a different path, and calls on governments to consistently uphold their human rights obligations.<\/p>\n<p>In Sudan, since April the armed conflict between the Sudanese Armed Forces and the Rapid Support Forces, an independent armed force, has had disastrous consequences for civilians.<\/p>\n<p>The warring parties have repeatedly used heavy weapons in densely populated areas and destroyed critical infrastructure including medical facilities. Thousands of civilians have been killed and injured, while millions have fled their homes, sparking a humanitarian crisis. Some of the worst abuses have taken place in West Darfur, where the Rapid Support Forces and allied militias have deliberately targeted non-Arab civilians, engaging in mass killings, sexual violence, and widespread arson across towns.<\/p>\n<p>After parties to the conflict in northern Ethiopia signed a cessation of hostilities agreement in November 2022, the limited international efforts to promote meaningful accountability, and an end to abuses quickly dissipated. Ethiopia\u2019s partners, including the\u00a0<a target=\"_blank\" href=\"https:\/\/www.hrw.org\/news\/2023\/07\/20\/why-say-who-did-what-ethiopia-case-and-power-us-atrocity-determinations\" rel=\"noopener\">United States<\/a>\u00a0and the\u00a0<a target=\"_blank\" href=\"https:\/\/www.hrw.org\/news\/2023\/04\/26\/eu-council-conclusions-ethiopia-shortchange-justice\" rel=\"noopener\">European Union<\/a>\u00a0and its member states, began normalizing relations with the federal government despite\u00a0<span aria-label=\"Explain glossary term crimes against humanity\" data-once=\"enable_tooltips\" data-tooltip=\"Crimes against humanity are certain crimes (for example murder, torture, deportation or apartheid) committed by members of government forces or a non-state armed group that are knowingly committed as part of a widespread or systematic attack on a specific civilian population. Widespread could mean many attacks or one major attack. Systematic means the attack was well planned by those who carried it out.\" title=\"crimes against humanity\">crimes against humanity<\/span>\u00a0and other grave abuses, notably in Amhara and\u00a0<a target=\"_blank\" href=\"https:\/\/www.hrw.org\/news\/2023\/06\/01\/ethiopia-ethnic-cleansing-persists-under-tigray-truce\" rel=\"noopener\">Tigray<\/a>, and elsewhere.<\/p>\n<p>Conflicts and climate-related events have displaced millions across the region. The Sudan conflict has forced more than\u00a0<a target=\"_blank\" href=\"https:\/\/data.unhcr.org\/en\/documents\/details\/104898\" rel=\"noopener noreferrer\">1.2 million<\/a>\u00a0people to flee to neighboring countries. Among them were refugees\u00a0<a target=\"_blank\" href=\"https:\/\/www.hrw.org\/news\/2023\/06\/02\/interview-stories-abuse-suffering-people-fleeing-fighting-sudan\" rel=\"noopener\">living in Sudan<\/a>, which already hosts to\u00a0<a target=\"_blank\" href=\"https:\/\/www.unrefugees.org\/news\/south-sudan-refugee-crisis-explained\/\" rel=\"noopener noreferrer\">over 2 million<\/a>\u00a0South Sudanese refugees, and hundreds of thousands of Eritreans, Ethiopians, and others. Despite pervasive needs, appeals for aid in the region remain grossly underfunded.<\/p>\n<p>Across the region, warring parties\u2019 deliberate actions have exacerbated humanitarian crises. In Ethiopia, Eritrean forces\u00a0<a target=\"_blank\" href=\"https:\/\/www.cnn.com\/2023\/05\/26\/africa\/eritrean-forces-un-tigray-intl\/index.html\" rel=\"noopener noreferrer\">blocked<\/a>\u00a0humanitarian assistance from reaching communities in parts of Tigray under their control, while heavy fighting, frequent telecommunication disruptions, and\u00a0<a target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/africa\/aid-group-says-two-employees-killed-ethiopias-amhara-region-2023-04-10\/#:~:text=NAIROBI%2C%20April%2010%20(Reuters),disband%20regional%20special%20forces%20units.\" rel=\"noopener noreferrer\">attacks on aid workers<\/a>\u00a0constrained relief operations in Amhara.<\/p>\n<p>In Sudan and Ethiopia, humanitarian operations have been seriously\u00a0<a target=\"_blank\" href=\"https:\/\/reliefweb.int\/report\/sudan\/sudan-humanitarian-access-situation-report-august-september-2023#:~:text=Violence%20against%20humanitarian%20personnel%20and,effectively%20to%20the%20affected%20population.\" rel=\"noopener noreferrer\">hindered<\/a>\u00a0by attacks on aid workers, widespread looting of assistance, and obstructive bureaucratic requirements including\u00a0<a target=\"_blank\" href=\"https:\/\/www.doctorswithoutborders.ca\/sudan-msf-says-unconscionable-surgical-ban-in-khartoum-must-be-immediately-reversed\/\" rel=\"noopener noreferrer\">bans on supplies<\/a>. Since April, hundreds of thousands of people fleeing Sudan\u2019s conflict have arrived in South Sudan, including South Sudanese returnees as well as refugees. This has exacerbated the country\u2019s already severe humanitarian crisis, fueled by conflict, chronic and cyclical food insecurity, and extreme weather patterns, as well as reduced humanitarian\u00a0<a target=\"_blank\" href=\"https:\/\/reliefweb.int\/report\/south-sudan\/sudan-crisis-exacerbates-humanitarian-suffering-south-sudan\" rel=\"noopener noreferrer\">funding<\/a>.<\/p>\n<p>The UN Security Council\u2019s response to widespread civilian harm and major displacement in Ethiopia and Sudan has been minimal. Its three African members did not promote robust and meaningful deliberations on protecting civilians in either country.<\/p>\n<p>More positively, the UN Human Rights Council\u00a0<a target=\"_blank\" href=\"https:\/\/news.un.org\/en\/story\/2023\/07\/1138692\" rel=\"noopener noreferrer\">voted<\/a>\u00a0to\u00a0<a target=\"_blank\" href=\"https:\/\/www.ohchr.org\/en\/news\/2023\/10\/human-rights-council-concludes-fifty-fourth-regular-session-after-adopting-36#:~:text=In%20a%20resolution%20on%20responding,and%20root%20causes%20of%20all\" rel=\"noopener noreferrer\">establish<\/a>\u00a0an independent international fact-finding mission to\u00a0<a target=\"_blank\" href=\"https:\/\/news.un.org\/en\/story\/2023\/07\/1138692\" rel=\"noopener noreferrer\">investigate abuses<\/a>\u00a0in Sudan. Still, the Security Council and concerned governments, as well as regional actors, notably the African Union and its human rights body, should prioritize accountability in any political settlement of the conflict.<\/p>\n<p>By contrast, efforts to promote accountability in Ethiopia suffered major reversals. The EU, key to earlier UN Human Rights Council resolutions on Ethiopia, in September\u00a0<a target=\"_blank\" href=\"https:\/\/www.hrw.org\/news\/2023\/10\/04\/human-rights-council-eu-fails-ethiopias-victims\" rel=\"noopener\">discontinued UN scrutiny<\/a>\u00a0over the human rights situation, despite a highly critical report by the Human Rights Council-mandated International Commission of Human Rights Experts on Ethiopia (ICHREE). Member states\u00a0<a target=\"_blank\" href=\"https:\/\/www.hrw.org\/news\/2023\/10\/04\/human-rights-council-eu-fails-ethiopias-victims\" rel=\"noopener\">failed<\/a>\u00a0to press for the commission\u2019s renewal, while the African Union\u2019s rights mechanism let its own independent inquiry\u00a0<a target=\"_blank\" href=\"https:\/\/www.hrw.org\/news\/2023\/08\/31\/concerns-regarding-premature-termination-commission-inquiry-situation-tigray-region\" rel=\"noopener\">cease altogether<\/a>. Governments relented to the Ethiopian government\u2019s resistance to continued international scrutiny to support its efforts to establish a domestic transitional justice process.
