Capitol Hill — Members of the House of Representatives were left stunned Thursday after the Public Procurement and Concession Commission (PPCC) disclosed that it has no record of how a US$19.41 million contract for the Special Agro-Processing Zone (SAPZ) project in Grand Bassa County was awarded to a Ghanaian company.
