I. INTRODUCTION

Following the invitation of the Government of the Republic of Djibouti, the Chairperson of the African Union Commission (AUC), H.E. Mahamoud Ali Youssouf, upon the proposal of the Commissioner for Political Affairs, Peace and Security (PAPS), H.E.
