The director of passport services at Lesotho’s Ministry of Home Affairs, Mpiko Rafono, and the acting commissioner of refugees, Nthatisi Thabane, have been charged with fraud, attempted fraud, and abuse of power for allegedly unlawfully issuing refugee documents to immigrants.
